After World War II, large oil and gas fields were discovered in various parts of our country, including Central Asia , North West Siberia and Timan-Pechora region. These discoveries would be able to become the source of rapid development for the country"s fuel and power system only after installation of effective capacities to pipeline crude and gas to industrially developed areas. The Russian National Scientific Research Institute for the Construction and Operation of Fuel and Power Sector Pipelines and Facilities (VNIIST) was established to resolve these scientific and technical challenges in 1948. |
During the early years of its development, the Institute (then called NIIstroineft) was involved in construction, installation and refurbishing of crude oil refineries, oil storages, tank farms, pipelines, and laying out living areas for oilmen. In 1957 a major state program got under way to develop the country"s gas industry. Taking up the challenge, the Institute worked out a whole range of scientific research and technology programs to resolve issues related to the construction of pipelines, as well as outfitting gas and oil fields with surface and subsurface facilities. A large operating center was built for the Institute on the outskirts of Moscow to carry out experimental work and manufacture equipment, machinery, tools and materials prototypes.
The mid1960s to mid 1980s were the time of most rapid development of the industry. During this period, the Institute discovered a succession of promising research areas in the development of largediameter pipeline projects for harsh climatic conditions. New processes, equipment, instruments and materials were created: resistance welding, brazing, insulation, diagnostic inspection, pipeline testing, to name a few. At this time, Institute begins to work out comprehensive solutions for pipeline systems, storage tanks, pump and compressor stations, oilfield infra structure development, and construction of other fuel and power sector facilities, and now rightfully ranks as the country"s principal research center in its sector.
The Institute"s research and engineering advances enabled its customers to com mission up to 10,000 km of pipelines in the most diverse soil, climatic and geographical conditions. Based on the standards and specifications worked out by VNIIST, its engineering and process solutions, as well as machinery, equipment and instruments, virtually the entire array of the oil and gas pipeline system was formed for Russia, CIS countries, as well as the oil and gas facilities in Bulgaria, Hungary, the German Democratic Republic, Czechoslovakia, Rumania, Yugoslavia, USA, Canada, France, Sweden, the Federal Republic of Germany, and other countries.
The Institute was also involved in the construction of all major trunk pipeline systems in Russia and CIS countries, including the Central Asia-Center pipeline, the Soyuz pipeline, the Ukhta-Torzhok pipeline, the Urengoi-Pomary-Uzhgorod pipeline, the Yamburg-Center pipeline, the Mesoyakha-Norilsk pipeline, the Vygapur-Chelyabinsk pipeline, the Druzhba pipeline, the Surgut-Polotsk pipeline, and many others. On top of that, the Institute outfitted oil and gas fields in Astrakhan , Mubarek, Naip, Shatlyk, Karachaganak, the midOb River area, Samotlor, Yamburg, Medvezhi, Tengiz, etc. Specialists from the Institute participated in the implementation of over 450 projects involving the construction of gas and oil pipelines and other fuel and power sector facilities in 40 countries around the world.
System analysis of the construction of fuel and power sector facilities, accumulated by VNIIST, has become the basis for a collection of sectoral building codes, which in turn became a special standardized encyclopedia which incorporates all of the newest results of domestic and foreign research.
By early 90ies, the funding of sectoral research programs was virtually halted. The Institute transitioned to the self financing principle, minor businesses were established at particular departments and laboratories, certain other structural developments took place. In this way we have succeeded not only in preserving our intellectual assets, but also in developing new research areas. Some examples of these have been oil field pipeline construction, pipeline diagnostic inspection, nondestructive testing instruments development, electrochemical protection, trunk line repairs projects, pipeline residual life assessment methods development, etc.
In 1995 VNIIST was given the status of open joint stock company and began to develop as an engineering company, actively engaged in engineering, design and diagnostic inspection projects. Over the past decade the Institute has continued to focus on designing, overall upgrading and revamping of fuel and power sector facilities owned by such companies as Transneft, Gazprom, Lukoil, Yukos, and many others.
Each of the Institute"s inventions and each engineering or technological solution results from the effort of hundreds of people, the true intellectual elite of the fuel and power sector.
For over half a century, the engineering oil and gas company the Russian National Scientific Research Institute for the Construction and Operation of Fuel and Power Sector Pipelines and Facilities has performed the functions of the principal scientific research center in the fuel and power sector of Russia"s fuel and power sector, developing federal and sectoral standards and specifications for the engineering designing, construction and operation of onshore and offshore facilities in the fuel and power sector.
VNIIST provides solutions for the entire range of engineering and scientific research tasks related to the construction of trunk, oilfield, distribution, and process oil and gas products pipelines in shelf areas, at compressor and pump stations, oil and gas refineries, oil storages tank farms, river and marine terminals, gas filling stations and other fuel and power sector facilities, performing scientific research, pilot and engineering design work.
Analyzing the present-day level of technology in the domestic and foreign construction of trunk and oilfield pipelines, we develop and phase in effective technologies used in earthmoving and subsea operations, welding of pipelines and oil tanks, developing utilities and power supply lines, installation of various types of equipment and anticorrosion methods. We also create and enhance new equipment, process plants, mechanical aids, building materials and structures, develop design and calculation methods, quality control of construction and various types of pipelines diagnostic inspection. Special attention is given to the creation of advanced industrial processes for pipeline construction. VNIIST"s scientific developments are covered by over 600 copyright certificates in Russia and by 130 patents abroad.

The review of domestic legislation in the sphere of technical regulation brought VNIIST to the forefront in changing the industry"s partnership pattern and the formation of a Voluntary Certification System for all the parties involved in pipeline construction. The Institute is actively involved in implementing a system of advisory assistance on the certification of goods (services), management systems, and professional performance appraisal for all market players.
Today VNIIST performs as the sectoral scientific and technical center for OAO AK Transneft, carrying out certification, developing standards and specifications, engineering designing, construction, opera tion, diagnostic inspection and repair of pipeline oil transportation facilities.
VNIIST carries out a number of professional retraining and refresher programs for industry specialists. The Institute offers a postgraduate education program giving specialists a high qualification in the area of pipeline construction and corrosion prevention, and houses a branch of the Oil and Gas Pipeline Construction Department of the Gubkin Oil and Gas University .
